Why OC spray gets overlooked
Of every less-lethal option on the duty belt, OC spray is the one departments most often assume "takes care of itself." It sits in the holster. Officers rarely deploy it. Nobody complains about it. And that quiet is exactly the problem — an unused OC canister on an officer's belt for the fourth summer in a row is almost certainly past its manufacturer-labeled shelf life, and its propellant has almost certainly lost pressure. The officer will not know until they need it.
The distinction between "the OC agent still works" and "the delivery system still works" is where most department policies fall down. An expired canister is not primarily an OC-degradation problem. It is a spray-pattern-and-pressure problem — a stream or fog that doesn't reach, doesn't cover, or doesn't fire at all, at the exact moment the officer chose OC over a higher force option.
What "expired" actually means for OC
OC (oleoresin capsicum) is the active irritant, suspended in a carrier and packaged in an aerosolized canister under pressure. Manufacturers typically label OC canisters with a three- to four-year shelf life from date of manufacture. That shelf life is a composite promise about three things:
- OC concentration. The capsaicinoid content degrades slowly and, in most controlled studies, remains within spec well past the labeled date.
- Propellant pressure. The compressed propellant slowly permeates the canister seal. Aged canisters commonly fire short, weak, or not at all — even when the OC inside is fine.
- Spray pattern integrity. Nozzle degradation, seal wear, and pressure loss combine to produce erratic deployment: uneven cone, dead spots in a stream, or a puff instead of a burst.
The policy implication: OC expiration is really about the whole delivery system, and the only way to certify a canister is functional is to fire it. Since firing it retires it, departments manage the problem by replacing at the labeled date, not by test-firing individual duty canisters.
Why annual test-fires matter
The best departments require an annual training deployment — every officer, every year, fires a training canister that has aged similarly to their duty canister. If the training canister sputters, the officer knows the duty canister might too, and the department knows its replacement cadence is not aggressive enough. If the training canister deploys cleanly, the department has evidence that its shelf-life policy is calibrated correctly.
This is the same logic as a spark test for a Taser or an inspection for body armor: don't just trust the date, verify the delivery system periodically. The tracking system needs to know both the manufacture date and the last documented test-fire date, per canister and per officer.
What an OC spray policy should include
Actual policy language should be reviewed by your city or county attorney. This is the working outline that survives after-action review.
1. Issue and assignment
- Every canister is assigned to a named officer, with size/model (MK-3, MK-4, MK-9, etc.), lot number, manufacture date, and expiration date recorded at issue.
- Trainer canisters and armory reserve stock are tracked separately from duty stock — they are not interchangeable in the tracking system.
- Officer acknowledges care instructions and heat-exposure guidance electronically at issue.
2. Storage and inspection
- Officers inspect their canister at a defined cadence (many departments use monthly at briefing).
- Any dent, corrosion, leakage, safety-tab damage, or clogged nozzle is reported before end of shift and the canister is replaced.
- Vehicle-stored spare canisters are inventoried on the same cadence as duty canisters and rotated into service based on manufacture date (oldest first).
3. Expiration and replacement
- Replacement is ordered at least 60 days before the labeled expiration.
- Expired canisters are removed from duty service on or before the expiration date and dispositioned per policy — commonly transferred to training use if within a defined post-expiration window, or destroyed.
- No expired canister is re-issued to another officer as a duty item. This is the specific failure mode the policy exists to prevent.
4. Deployment and after-action
- Every deployment (against a subject or as a training discharge) is logged with date, canister ID, weight before/after where applicable, and outcome.
- Duty canisters that have been partially deployed are replaced, not returned to service — a half-full canister has an unknown remaining shot count.
- Use-of-force reports link to the specific canister ID used, so the canister's manufacture and inspection history is available in the after-action record.
5. Reporting and audit
- Monthly report of duty canisters within 90 days of expiration.
- Quarterly summary to command staff of canister age distribution, deployment counts, and test-fire results.
- Full audit trail preserved indefinitely per canister ID.
Why paper and spreadsheets fail at this
OC tracking gets worse than body armor tracking for one specific reason: canisters get swapped. An officer transfers to a new unit, is issued a new belt configuration, forgets which canister was originally theirs, or grabs a spare from a supervisor bag. Without a canister-ID-first tracking system, the record loses the object. Once the record loses the object, expiration alerts become meaningless.
Predictable failure modes:
- Silent expiration. Nobody scans the spreadsheet regularly, so expired canisters accumulate on belts.
- Orphaned canisters. Transfers and retirements leave assigned canisters without a current officer of record.
- Unlinked deployments. Use-of-force reports reference "the officer's OC" without a canister ID, so the manufacture date and inspection history are lost to the after-action record.
- Reserve stock aging out. Armory canisters expire on the shelf because nobody rotates the oldest into duty first.
What roster-integrated tracking looks like
A department running an integrated system should answer these queries in seconds:
- Which duty canisters are within 90 days of expiration, sorted by expiration date and assigned officer?
- Which officers have overdue annual test-fires?
- What is the manufacture date, inspection history, and deployment count for canister #OC-04129?
- Which reserve stock canisters are oldest and should rotate into duty first?
- How many replacement canisters, by size and model, need to be procured next fiscal year?

OC spray is the quietest item on the belt and the easiest to let slip. A duty canister that fails at the moment an officer chose OC over a firearm is a career event. It is entirely preventable with a tracking system that treats each canister as an object with a lifecycle.
